Today the Ohio Supreme Court held that R.C. 2907.05(A)(4) - which prohibits a person from having sexual contact with a person under thirteen, prohibits a person to cause a person under thirteen to have sexual contact with another, and prohibits two or more persons to have sexual contact when one of the persons is under thirteen - is a strict liability offense when it comes to the age of the person under thirteen, and an offense that requires a mental state of "purpose" when it comes to the sexual contact.
